In 2007 the country’s helicopter manufacturing plants were placed under the management of Russian Helicopters, which is now creating a specialized holding company and developing a strategy for the development of the sector. RBK correspondent Sergey Starikov interviewed OJSC Russian Helicopters Director General Andrey Shibitov about the current state and outlook for the development of the helicopter manufacturing sector in Russia.

One and a half year ago the main Russian helicopters developer – the “Mil” Moscow Helicopter Plant (MMHP) – was headed by a new director. At the extraordinary meeting of shareholders Mr. Andrei Shibitov was unanimously elected as General Director of the plant. Earlier Mr. Shibitov worked at the “Rostvertol”, a plant producing combat and heavy transport Mi-helicopters. During 15 years of work at the “Rostvertol” Andrei Shibitov rose from the rank of an ordinary design engineer to Deputy General Director on marketing and export. Being the head of Foreign Economic and Marketing Department at the Rostov plant he managed to conclude and to fulfill a number of profitable export contracts on deliveries and upgrade of Mi-helicopters after several years of stagnation. This has not gone unnoticed and Mr. Shibitov was challenged to head the most famous “Mil” company. It is an open secret that after the collapse of the Soviet Union the “Mil” Moscow helicopter plant suffered from a serious decline and the hopes for its revival were pinned on the young and energetic director. Andrei Shibitov has already managed to achieve success in reviving the company: the Mi-28N (main combat helicopter of the MMHP) state test program has been, at last, moved off the dead center, the situation in the Design Bureau was normalized; the integration process within the “Oboronprom” holding got rolling. On the eve of the exhibition in Farnborough Alexander Velovich, a reviewer of “Vzlyot”, met with Andrei Shibitov and asked him several questions about the present situation at the MMHP and main priorities of the famous helicopter company.

There has been recently held the Russian 4th open “Mil Cup” helicopter sport championship in the Moscow region. Only three crews of ten flew Russian Mi-2 helicopters. All the rest, including the Cup holders and winners in some categories, demonstrated their skills on the American R-44 Robinson helicopters. Mr. Andrei Shibitov, the “Mil” plant General Director, tells us about problems and achievements of Russian helicopter industry.

12.07.06: LOMONOSOV WAS THE FIRST

The Farnborough -2006 air show to be opened on July 17 promises to be rich in sensations. According to western mass media, the “Sikorsky” company plans to demonstrate advanced rotorcraft with coaxial rotor scheme, capable of flying at cruise speed of up to 450 km/h. It is asserted that American designers managed to improve aerodynamics of a helicopter by significant reduction in the drag of the coaxial rotors to the level of a single-rotor helicopter. We asked the most competent authority in this field – General Designer of the “Kamov” design bureau, hero of Russia, Sergei Mikheev to comment on this information.

17.05.06: COMPLETE CYCLE COMPANY

The Kazan helicopter plant occupied a special place in the newly-established helicopter holding. The enterprise does not only assemble the Mi-17 helicopter but it also designs new helicopters. Mr. Alexander Lavrentiev, General Director of the Kazan helicopter plant said about the development perspectives of the plant to the “Military and Industrial Courier”.

02.03.06: MAJORITY SHAREHOLDING OF OBORONPROM SHALL BE STATE-OWNED

Though there are a few helicopter assets in Russia, the consolidation of the sector can be delayed, because not only the shareholders (acting management, mainly) of some enterprises are unwilling to sell their shares, but also the Oboronprom (the consolidating structure) does not want to overbuy these assets. This notwithstanding, the top-management of the company declares that it will receive the rest shares of the helicopter-building enterprises till 2007, and beginning from 2008 the IPO will be underway. This was said to RBC daily correspondent, Sergey Starikov, by the General Director of “OPK”Oboronprom”, Denis Manturov.

Also, recently management appointments were made to the helicopter programs directorate that would coordinate the activities of the services of the holding enterprises. The Mi-8 helicopter is probably the second “cultic” product of the Russian defense industry after the Kalashnikov gun. This helicopter in different parts of the world proved that Russia was not only the country of oil, vodka and balalaikas. It was Mi-8 helicopter that carried late Palestinian leader Yassir Arafat during his last journey; Russian helicopters were always on the news during tsunami disaster. Denis Manturov, general director of state-controlled company called the “Oboronprom” is in charge for this “cultural heritage” and for lion’s share of Russian helicopter industry. Preservation of one of few hi-tech industries he considers to be his civil duty.
